Amnesty International has recently published a report titled "Architects of Atrocities: State Machinery Orchestrating Crimes Against Humanity in Iran’s 2022 Woman, Life, Freedom Uprising." The report draws attention to the responsibility of commanders, officials, and decision-makers at various levels, from senior state and military officials to regional and local authorities. As part of its examination of crimes committed against humanity, Amnesty International has identified 87 officials of the Islamic Republic and has called for a criminal investigation into their possible responsibility.
This report does not specifically address the case of Flight PS752. However, for the families of the victims of this flight, what the report documents is part of a broader chain of crimes against humanity, a chain that has manifested in the suppression of protests and popular movements, including Aban 98 (November 2019), "Woman, Life, Freedom", and the Dey 1404 (Decemebr 2025, January 2026) protests, as well as in the shooting down of Flight PS752. The Association's investigations into the Ukrainian aircraft case have placed a series of higher-level decisions at the center of its pursuit of justice, from the knowing decision to keep the airspace open under operational conditions and the deployment of air defence along the path of civilian flights, to the firing of two missiles and the cover-up that followed. On this basis, the Association emphasizes the need to investigate the responsibility of senior commanders and holds that the shooting down of the passenger plane was a targeted and deliberate act that cannot simply be reduced to "human error" on the part of a few low-ranking personnel.
What these cases share in common is that responsibility extends beyond the direct perpetrators, making it necessary to examine the role of the structures and officials involved in designing, ordering, deciding, carrying out, or covering up these acts. Uncovering the truth about this chain and holding those responsible accountable is the essential condition for ending the cycle of impunity and ensuring justice for the victims.
The Association of Families of Flight PS752 Victims supports Amnesty International's call for the creation of an international criminal justice mechanism for Iran, and for the use of universal jurisdiction and other tools of international law to hold accountable those responsible for crimes that fall under international law.
