Iran Admits to Shooting Down the Plane
After three days of denial, the Islamic Republic of Iran admitted its military had shot down Flight PS752 "unintentionally." Families and survivors immediately called for full accountability and demanded that those responsible face justice in an independent international court.
LegalICAO Case Filed Against Iran
Canada, Ukraine, Sweden, and the United Kingdom jointly filed a formal complaint with the International Civil Aviation Organization (ICAO) against Iran for violating the Chicago Convention and the Montreal Convention. This marked the first major multilateral legal action.

The Association, on behalf of the families, submitted a formal criminal complaint to the International Criminal Court (ICC) in The Hague. The complaint requested a formal preliminary examination into the unlawful killing of the 176 passengers and crew of Flight PS752.

Canada, Sweden, Ukraine, and the United Kingdom jointly filed an application at the International Court of Justice (ICJ) in The Hague, instituting formal inter-state proceedings against Iran for breaches of the Montreal Convention. The Association independently filed in support, marking a landmark achievement of three years of persistent advocacy.

Canada, Sweden, Ukraine, and the United Kingdom initiated dispute-settlement proceedings before the ICAO Council, opening another international legal path toward accountability.

The Ontario Superior Court found Ukraine International Airlines negligent for operating Flight PS752 in the circumstances surrounding the attack.
